Amber Ruddy is a long-time Conservative volunteer and senior government relations executive with seasoned experience shaping public policy at the federal, provincial, and municipal levels. She has spent her career advancing small-c conservative ideas through campaigning, party service, and results-driven advocacy, including knocking on thousands of doors, serving on electoral district associations, and supporting Conservative candidates and elected officials.

Amber serves as a Vice President at Counsel Public Affairs, where she advises clients on complex political and regulatory files across sectors. She regularly provides strategic advice to senior decision makers on mitigating risk, stakeholder dynamics, and policy positioning, and has led successful advocacy efforts delivering meaningful regulatory, fiscal, and procurement outcomes.

Amber worked for a federal Conservative cabinet minister and a provincial elected official, and held senior non-partisan advocacy roles with the Canadian Federation of Independent Business and the Canadian Taxpayers’ Federation. As CFIB’s Alberta Director, she served as the organization’s chief provincial advocate and public spokesperson, leading winning campaigns on taxation, red tape reduction, and cost relief for small businesses.

Amber holds a Bachelor of Arts from Western University and an Executive MBA from Queen’s University, with a specialization in marketing strategy.
