Scott was born and raised in eastern Ontario, and now lives in Carleton Place.
An authority on Canadian federalism, he has written two books (Lament for a Notion and Canada Remapped) and served as chief constitutional advisor to Preston Manning. Scott has worked in journalism, writing and public policy, as well as teaching history at a university in Australia.
Scott is Deputy House Leader of the Conservative Government and serves as Chair of the Subcommittee on Human Rights and as a member of the Procedure and House Affairs Committee.
