Cecil was born on Prince Edward Island and, other than time at university, he has lived there his entire life.  A graduate of Dalhousie University, University of Prince Edward Island and University of New Hampshire, he spent 39 years as a high school mathematics teacher before retiring in 2005. During his teaching career he was involved with curriculum development, high school sports and taught in the Faculty of Education at the University of Prince Edward Island.

He has been involved with provincial and federal politics for over 40 years. A former President of the Charlottetown EDA he became a member of National Council in 2007 and has served on various committees since that time. He was Chair of the National Constitution leading up to the 2011 Convention. He is currently the Regional Vice-President for Atlantic Canada.

At the provincial level he has served on the Executive of PEI PC Association since 2000 including for 4 years as president. He currently represents the Federal organization on the Provincial Executive and chairs their Constitution Committee.

He has been involved with the sport of hockey at the administrative level for most of his life, having served at the team, Provincial and National levels. He is currently Vice-President of the Maritime Junior Hockey League.

Cecil and his wife Barb reside in Charlottetown and have 4 daughters and 5 grandchildren. They enjoy cycling, travelling and skiing.
