Originally born in Paraguay, Vic has been a long-time resident of Manitoba. He obtained a Bachelor of Arts from the University of Winnipeg and a law degree from the University of Manitoba, before pursuing a law career with the Manitoba Department of Justice.

He went on to be appointed Director of Constitutional Law for the Province of Manitoba, and acted as legal counsel to the Premier of Manitoba.

Vic has long been active in Manitoba provincial politics. In 1995, he was elected to the Manitoba Legislative Assembly and subsequently appointed Minister of Labour. He later served as Manitoba’s Attorney General, and Minister of Justice.

First elected to the House of Commons in 2000, Vic has been re-elected ever since. Most recently, he was appointed Minister of Public Safety. He has distinguished himself as a strong voice for safer communities, introducing many important crime laws.

Vic enjoys being active, crediting rollerblading and jogging among his favourites. He currently resides in Steinbach, Manitoba.
